Why boards get caught off guard

Quarterly inspections

NCDEQ's wet pond design guidance calls for inspections every quarter, plus one within 24 hours after storms over 1.0 in (over 1.5 in in coastal counties). Source: NCDEQ Stormwater Design Manual, C-3 Wet Pond.

Real penalties

NC law allows civil penalties for stormwater permit violations. Source: N.C.G.S. 143-215.6A.

Board turnover

Permits, O&M agreements, and inspection records often get lost when volunteers rotate off the board or the developer hands over control.

FAQ

Does this kit make my HOA compliant?

No. It's an organizational aid. Your requirements come from your own State Stormwater Permit, recorded O&M Agreement, and approved plans. The kit helps you find, track, and document them.

Is there a yearly report or certification I have to file?

That depends on your permit. Check your permit document. The kit has a place to record any annual requirement and its due date.

Does it cover South Carolina?

The checklists are built around general NC requirements, and the recordkeeping tools work in SC too. SC associations should confirm details with SCDES and their local MS4.

Who should do the inspections?

Board members or managers can use the checklist for routine observations. For anything structural, or if your permit requires it, hire a qualified professional.

What format is it in?

PDF and Word guides plus an Excel workbook. Download right after purchase.
